Taskbar and Start Menu crash loop

What broke

The June update introduced a delightful feature where the taskbar and Start Menu would crash and restart in an infinite loop. Windows Explorer would consume 100% CPU cycling through crash-restart sequences. Some users were left staring at a desktop with no way to launch applications other than Ctrl+Alt+Del and Task Manager.
